National ITS Architecture Document Summaries

The architecture documents can be accessed from the ITS Electronic Document Library.

The entire suite of documents was published in June 1996 with the exception of the Market Packages document, which was published in December 1999 for Version 3.0. Changes for Version 4.0 of the National ITS Architecture were incorporated into the Logical Architecture, Physical Architecture, Market Packages, and several other key architecture documents. Documents that provide performance, cost, and benefits assessments were not updated. The revision dates next to the document titles indicate the most recent version of the documents.

The architecture documents fall into the following categories:

Executive Summary

The Executive Summary (updated April 2002) is a single document that provides an overview of the most important aspects of the National Architecture, most notably the Logical and Physical Architectures. EDL #5388 [PDF, 458KB]

Architecture Definition

There are five documents that provide architecture definition:

The Vision Statement (updated April 2002) sketches a number of possible scenarios of ITS development over the next 20 years. EDL #5389 [PDF, 933KB]

The Mission Definition (updated April 2002) covers a broad range of ITS related issues. It contains the overall mission of ITS deployment, as well as the operational concept, which deals with specific ITS goals and objectives; ITS user groups and other stakeholders; ITS user services; and potential sources for funding, operations and maintenance. The document also defines operational requirements at the system level, user requirements, performance requirements, and program requirements. EDL #5390 [PDF, 637KB]

The Logical Architecture (updated April 2002) document is made up of three volumes:

  • Description (Volume 1) [PDF, 3.11MB]
  • Process Specifications (Volume 2) [PDF, 1.91MB]
  • Data Dictionary (Volume 3) [PDF, 3.43MB]

These present a functional view of the ITS user services, contain diagrams that show processes and data flows among them, and define data elements, respectively.

The Physical Architecture (updated April 2002) document describes the transportation and communications layers resulting from the partitioning of the processes within the logical architecture, presents architecture flow diagrams that show data passing among physical subsystems, and provides characteristics and constraints on the data flows. The Theory of Operations (updated April 2002) document provides a detailed narrative of the manner in which the architecture supports the Market Packages. EDL #5395 [PDF, 1.94MB]

Evaluation

There are six documents that report the results of numerous evaluations conducted on the National ITS Architecture during its original development. They do not include additions made to the architecture in subsequent versions but may provide the reader with useful background information or analysis to support their own decision making process.

The Communications Document (updated January 1977) provides a thorough analysis of the communications requirements of the National Architecture, and ITS in general, and includes a discussion of options for implementing various communications links. EDL #5386 [PDF, 2.12MB]

The Evaluatory Design document (released June 1996) is intended to evaluate the National Architecture's performance, benefits, and costs for three conceptual scenarios at various points in time. The scenarios consist of "typical" deployment environments: urban, inter-urban, and rural. EDL #5397 [PDF, 519KB]

The Cost Analysis document (released June 1996) has two purposes. First, it develops a high level cost estimate of the expenditures that are associated with implementing ITS components. Second, it is a costing tool for implementers, by providing unit prices and systems costs of ITS subsystems. EDL #5398 [PDF, 990KB]

The Performance and Benefits Study (released June 1996) assesses the technical performance of the National Architecture on a number of system-level and operational-level criteria. EDL #5399 [PDF, 639KB]

The Risk Analysis (released June 1996) document presents an analysis of potential critical risks that may delay or prevent the deployment of ITS technologies, and recommends mitigation plans which will eliminate or reduce these risks to the deployment process. EDL #5400 [PDF, 178KB]

The Evaluation Results (released June 1996) document contains a concise summary of the various evaluations that were performed in five other National Architecture documents: Evaluatory Design, Communications Analysis, Cost Analysis, Performance and Benefits and Risk Analysis. Implementation Strategy

The Implementation Strategy (updated September 1998) document presents a process for implementing ITS services in a phased approach. The process is part of an overall strategy that includes recommendations for future research and development, operational tests, standards activities, and training. EDL #5402 [PDF, 164KB]

Market Packages

The Market Packages (updated June 2002) document expands upon the Market Package discussion in the Implementation Strategy by providing a comprehensive review of each of the Market Packages describing how Market Packages can be used to plan and implement integrated transportation systems customized to local needs. Standards

There are two documents that address standards for the National ITS Architecture:

The Standards Development Plan (updated June 1996) discusses the issues that are involved in the development of system interface standards. EDL #5404 [PDF, 581KB]

The Standards Requirements (updated April 2002) document contains a set of 14 Standards Requirements Packages that presents detailed data flow and interface information pertaining to the priority standards packages that need to be developed to implement the architecture. EDL #5403 [PDF, 1.48MB]
