- The CSR certificate contains the OBE identity. This is the place in the
system where any PII will be collected and stored
- There is no need for RAACT and CAACT to be
separated as in the pseudo system because the CSR is not intended to
provide any anonymity (as do the 105K certificates issued in the pseudo
system) – the CSR is not used in location-based communications
