Integrated Corridor Management

What It Is

The goal of the Integrated Corridor Management System (ICM) Initiative is to provide the institutional guidance, operational capabilities, Intelligent Transportation Systems (ITS) technology and technical methods needed for effective ICM Systems that can reduce traffic congestion and improve safety.

The initiative will demonstrate how operations strategies and ITS technologies can be used to efficiently and proactively manage the movement of people and goods in major transportation corridors through integration of the management of all the available transportation networks in a corridor. It will identify a toolbox of operational policies, cross-network operational strategies, integration requirements and methods and analysis tools needed to implement effective ICM systems. A demonstration in one or more Pioneer Site corridors will test how proven and emerging ITS technologies can be used to coordinate the operations between separate corridor networks to increase the effective use of the total transportation capacity of the corridor.

Current Status

The U.S. Department of Transportation (USDOT) has worked with transportation agencies in eight Pioneer Sites—Montgomery County, Maryland; Minneapolis, Minnesota; Dallas, Texas; Houston, Texas; San Antonio, Texas; San Diego, California; Oakland, California; and Seattle, Washington—to develop concepts of operations for their ICM systems. These were completed in the spring of 2007. Additionally, the USDOT has developed a strategic outreach plan for the ICM Initiative and is deriving a modeling and analysis approach for evaluating alternative ICM approaches and strategies.

The eight Pioneer Sites are completing their requirements documentation. In May 2008, the USDOT expects to select from these up to three Pioneer Sites to partner with in the analysis, modeling and simulation of their corridors. In June 2007 the Department released an ICM Resource Compendium, which provides a wide range of ICM resources in a user-friendly format that is fully searchable based upon the needs of individual regions.
