Award Procedure
§This contract
will be awarded using a two phase selection procedure.
§Phase I
In this
phase the Government will evaluate an Offeror’s capabilities based on the
written proposal, using the criteria listed in section M of this RFP. Based on this
evaluation, the Government intends establish a competitive range of capable
Offerors.
§Phase II
Offerors that are
included in the competitive range will be invited to conduct a site visit for
USDOT representatives. The specifics of the site visit are described
later in Section L. At the conclusion of the site visit, the Government
may discuss with Offerors any technical or cost/business issues.
