Solicitation Objective
  • Obtain RSE devices capable of being installed on roadside installations that will receive a BSM and transmit SPaT, GID and local and situational data using DSRC 5.9 GHz
  • Deliver three (3) units with self-certified test results IAW the acceptance criteria
  • Develop a manual that includes basic installation and operating instructions
  • Submit Test Report
  • Devices that pass the USDOT random-sample acceptance testing will be placed on the QPL

General Information
  • Period of Performance: 7 months
  • Proposal limited to 12 pages excluding Title Page, Table of Contents, Pricing, and Past Performance
  • Proposal price limit: $100,000
  • Selection of up to 5 awards
  • Quotations shall be received no later than 9:00am ET on Tuesday, March 8, 2011

Instructions Overview
  • Quotation contains two parts
  • Technical Discussion
    • Narrative - including a plan to complete the work
    • Draft Detailed Working Drawing – elaborating on the technical capability factors
  • Pricing
    • Firm-fixed-price
    • Provide a total cost breakdown for the total level of effort in the SOW
    • Proposal limited to 12 pages excluding Title Page, Table of Contents, Pricing, and Past Performance

Evaluation Criteria
  • Three Evaluation Factors (in descending order of importance):
  • Technical Capability
    • Technical Approach – Demonstrate a sound, feasible, and achievable technical approach, including an understanding of the requirements of the RSE Specification and an ability to develop comparable devices, including design, prototyping and testing (this may include both internal and external testing).
    • Core Capability – Demonstrate the ability to manufacture and deliver the required RSE devices, and to produce installation and operating instructions for use by field personnel.
    • Management and Staffing – Demonstrate a sound, feasible, and achievable management approach and staffing approach.

Task 1: Project Management
  • Monthly teleconferences
  • Monthly progress reports
    • Accomplishments

    • Problems or risks and recommended actions

Task 2: Develop, Test, and Deliver Devices with Documentation
  • Delivery of Devices with Instruction Manual
      • Delivery of 3 units 7 months after contract award
      • Self certified units in accordance with acceptance criteria
      • Installation and operating instructions Manual
      • All necessary hardware and cables to facilitate installation

Task 3: Test Report
  • Provide a Test Report demonstrating compliance with acceptance criteria
      • Includes inspections, self-certifications, and third-party tests conducted to demonstrate compliance of the devices to the specifications.
