process.

techniques/technologies for engaging the public and give
voice to a wide range of groups during the governance-setting process.
§Consider horizontal and
vertical perspective when evaluating stakeholder impacts:
▪Horizontal–inter-agency
ties within one level of government.
▪Vertical–different levels of government, for example,
between state and local. Typically, local and state entities are
responsible for implementation, which could have a large effect on
governance.
