A coordinated approach is needed to develop mode-specific or multi-modal applications.   The open source approach will help us to avoid duplication and is definitely more cost effective.  For example, if we have an algorithm that gives us the expected time of arrival of a vehicle at an intersection, it might be valuable for signal optimization, transit signal priority, and eco driving applications.  There’s no reason to build that particular application or foundational element twice.  Let’s build it once and reuse it multiple times.
