As is widely discussed, the nation’s transportation system has safety, mobility and environmental challenges.  The Department believes that ITS solutions can be used to significantly improve the safety, operations and environmental impact on the transportation system.

The ITS Strategic Research Plan, 2010-2014 was defined through a multimodal Departmental effort.  Collectively, the partners set the plan’s guiding vision.
In 2012 we updated the plan to provide information on our progress towards meeting the goals.
We are on track the next few slides will discuss the progress we are making, and at the end of the presentation I will discuss our approach to the next strategic planning effort. We hope that you will continue to work with us.

We are here.  It is 2013 and the year of the NHTSA decision is upon us. This is a cornerstone of our program since the release of the 2010 strategic plan.  NHTSA has mobilized staff from their, policy, legal, and rulemaking divisions to work with their research division and the ITS JPO staff to analyze the results of the research to date and make a decision on how to move forward. 
A similar decision in 2014 is forthecoming. 
The decision will be data driven and will include information from the Safety Pilot as well as other research efforts.
Policy research on system security, privacy, governance, business models and legal issues are also front and center to the decision making process.

The Safety Pilot is up an operating with all vehicles in operation transmitting data.  Data is being collected regarding the transmission and receipt of messages from all equipped vehicles.  Data on the number of alerts issued is also being analyzed.  The first six months of data will form the basis for the first set of NHTSA analysis. 
The pilot is operating 6 V2V safety applications, plus curve speed warning and the intersections are sending signal phase and timing (SPaT) messages.

 We are well on our way for the Safety Research.  Assuming a positive decision, this paves the way for the rest of the program.  As we look ahead, the department is planning a significant investment in infrastructure related research for safety, mobility, environment and weather. 
In 2013 and 2014 you will see significant research in application development. We are also working on the enabling technology and FHWA is planning to develop infrastructure deployment guidelines for state and local agencies. 
Pending success for these efforts, we see an opportunity to build off the Safety Pilot and conduct additional pilots to assess benefits and seed implementation.  In 2013 we are going to start an open process to look at the opportunities and needs for additional Connected Vehicle Pilots. 
We look forward to working with the community on these efforts.
