ASCT is a proven technology
Based on field test/studies over the 20 years, ASCT has demonstrated the potential to reduce travel time and delay when applied appropriately.
Nationally agencies have scored an F on all three iterations of the Traffic Signal Report Card in the area of monitoring and data collection.  ASCT not only facilitates that function but responds to gaps in performance. 
The specific issue that ASCT responds to is variability in demand this is generally the area leading up to the peak 15/30/hour or more when we might want to distribute capacity more equitably.
In terms of cost we have seen B/C as high as 55:1.
It reduces retiming intervals from years to minutes.
It transitions agency operations activity from reactive to active

Key Message: 
ASCT Deployment 1992-2009 could largely be categorized of as experimental/demonstration projects.   Of the 38 total projects occurring during the period 20 or 52% were deactivated.  The objective of experimental/demonstration are related to building knowledge through research and evaluation.  To successfully mainstream ASCT in the United States it is critical that institutions shift their mindset from experimentation/demonstration to implementation of operational strategies to achieve specific operational objectives and agency goals.

Key message:  Each of the EDC initiatives is aligned with the theme of Better, SMARTER, FASTER.
ASCT has huge upside – in 2009 less than 1% of all the signals in the US are equipped with ASCT.  This does not mean that we expect them to.  Using a process I will describe shortly we expect agencies to apply ASCT in a manner that is consistent with the agencies needs and objectives.

Key Message:
The Everyday Counts ASCT Initiative is a top down and bottom up approach to implementing technologies consistent with the theme Better, Faster, Smarter.  Technologies that save time, money and improve safety and reduce congestion.  The FHWA Administrator conducted summits that engaged all 50 states, Puerto Rico, Guam, VI.  Each organization developed an action plan describing which elements of EDC would be pursued.  FHWA Subject Matter Experts followed up with states that selected ASCT as a priority, indicated by the orange fill.  Activities included technology showcases, presentations at professional meetings and or Systems engineering workshops.
