In Memory of Ron Giguere

Throughout the nearly 10 years of working together in the JPO, Ron and I have served on various teams and committees together. Ron’s quiet thoughtfulness and well considered contributions have been admired and respected by his colleagues and friends in JPO. His passing is a tragic personal and professional loss.

I think the photo catches Ron as I will always remember him. He was the energy at FHWA and TRB that understood and believed in the importance of access management for streets and highways. With his efforts, management and leadership, the access management program grew into a reality, and is now a very active component of many highway operation and safety programs. Access management programs and policies will continue to grow from his early efforts. For this I will always be indebted and eternally grateful.

I've known Ron Giguere for nearly thirty years. During that period, I always considered him to be a conscientious, thoughtful person who focused on doing the right thing. In his leadership of the Professional Capacity Building program, he was sometimes cast in the role of a lion tamer, having to reconcile the competing views of a variety of different individuals all of whom had strong ideas regarding the direction and content of the program. He was both tactful and decisive in his leadership of the program, producing training material that reflected these views while meeting the overall objective of effective ITS public sector training. He was also an unwavering supporter of our CITE distance learning program, and deserves some credit for its success.
We, at the University of Maryland, will all miss working with him.

I knew Ron as a truly dedicated professional during my years at FHWA. When I served in Operations as Director of the Office of Freight Management and Operations, I consulted him extensively regarding starting up a Professional Development Program for Freight. His experience and guidance were invaluable to me as I know it has been to the thousands who have benefitted from his contributions to the ITS Professional Capacity Building Program. This program has emerged as a national model for professional capacity building thanks to Ron's dedicated efforts. The whole profession has suffered a loss and will sorely miss his friendship and professional contributions.

I was hired by Noblis to support Ron Giguere's ITS Professional Capacity Building program and I have really enjoyed working with Ron over the past 2 ½ years. I have learned a lot from Ron’s quiet, studied demeanor. He had sage comments on project materials and we all listened to his contributions in meetings. He led us well. His years of experience at FHWA and in teaching helped to introduce me to a variety of people and helped me grow professionally and as a teacher. I was also happy to get to know him on a personal level. He did not hesitate to share his interest in sports, his related broken bone experiences and his kids’ interests and activities. WASHINGTON, DC, March 3, 2008 -- It is with a deep sense of sadness that the Intelligent Transportation Society of America learned of the passing today of longtime ITS America friend and partner Ron K. Giguere, Manager of the ITS Professional Capacity Building Program at the U.S. Department of Transportation. Ron’s contribution to the industry and the Society were invaluable and he will be deeply missed.
Ron helped me, and was truly instrumental, in developing, piloting, and delivering the NHI Course on Principles and Tools for Road Weather Management. Most recently he supported the development of the web-based version of the course through the CITE program. His untimely demise is definitely a big loss to the ITS community.

It is with deep sadness that we learned of the passing of ITS Joint Program Office staff member, Ron Giguere. Ron joined the Federal Highway Administration in 1972 during which he had a rich and varied career. For the last fifteen years Ron designed, developed and delivered technical training and assistance for Federal, State and local agencies as manager of the ITS Professional Capacity Building program. Ron's contribution to the ITS program was invaluable. He was a kind and respected member of the Joint Program Office team, and he will be deeply missed.

Ron was a great friend of the TRB Highway Capacity Committee for many, many years. He contributed a great deal to the Highway Capacity Manuals (HCM) produced in 1994 and 2000. His strong interest in enhancing the technical content of the HCM and making it more useful to the user community greatly influenced the current Highway Capacity Manual. He could always be counted on to help, whenever the committee needed it. Ron will be missed.

Ron's wit and wry sense of humor were qualities that he used effectively in his famous 'charrettes' for course development. I'm grateful for having the chance to know Ron. I met Ron as a trainee at FHWA and then ended up working closely with him as a consultant. He cared about the workshops we were working on and genuinely wanted to improve all aspects of them. I remember him being measured and professional, but once in a while he would lighten up the room with a half smile and a super dry comment. The more I worked with him, the more I liked him and appreciated his management style and his ability to drive consensus between the different stakeholders. Also, I felt he embraced all the new learning techniques and technologies and played a primary role in pushing innovation in teaching and training in an innovative industry. Even though I haven't seen Ron in years, I will miss him.

What I will remember most about Ron was his easygoing and calm professionalism, his dedication to his work, and the care he took to create a program of such quality and depth. Ron was a valued member of the ITS Joint Program Office. During my first year at the JPO, Ron offered his expertise and support to me and to the office. He took leadership roles within the staff to assist us in our transition to RITA. He was a quiet, calming, and solid presence in the office. I just learned of Ron's tragic death while looking up some info on Access Management. Ron was a great mentor for me early in my transportation career (FHWA HQ, 1992-1994). He provided me with challenging work opportunities in Access Management and the Congestion Management System program. I thoroughly enjoyed the opportunities I had to teach the NHI Access Management Course with him, Vergil Stover, and Bud Koepke during this time. This picture of Ron is how I will remember him – right in the middle of something with a grin on his face. Ron was easygoing and calm – the opposite of me. I think that is one reason why we got along as well as we did. I’ve known Ron almost my entire career and I miss him. More than once Ron was called upon to be a peacemaker and he always succeeded. Ron represented the best of all of us and this is a tragic and tremendous loss to FHWA, the industry and anyone that knew him. My thoughts are with his family. A Native American prayer says, “Today, an eagle soars with wings.” Soar, my friend.

Ron was my predecessor and mentor as Chair of the TRB Access Management Committee. Ron was a true visionary and his efforts were crucial in the creation of the committee and the advancement of the practice of access management. I taught Mr.Giguere's oldest son Daniel in the lower grades and met him at a parent conference. I was struck by his love and pride in Daniel. He was very proud of his academic achievements and his learning at our school. He knew Daniel had a can do attitude and knew his son very well. Daniel was very quiet and tended not to let his achievements shine but none the less his dad knew all about them. Mr.Giguere coached Daniel in sports and was very proud of Daniel's All Star season in Baseball. I very much enjoyed getting to know such a kind man.
