Technology Underpinning = Technology Underpinning component should include: DTE, Systems Engineering, Certification, Harmonization, Human Factors, and the portions that Mike Schagrin identifies for V2I and V2V.

Policy and Non Technical = The Policy & Non-Technical component is composed solely of the IntelliDrive Policy budget.
