included in the Applications component, unless specifically directed
otherwise.

Underpinning = Technology Underpinning component should include: DTE,
Systems Engineering, Certification, Harmonization, Human Factors, and the
portions that Mike Schagrin identifies for V2I and V2V.

Policy and Non
Technical = The Policy & Non-Technical component is composed solely
of the IntelliDrive Policy budget.

"This research framework component addresses the enabling
technology that must be in place in order to extract the necessary data from
the transportation system, so that Applications can make a net positive impact
on the transportation system."

regulatory, and policy measures can enable and reinforce the Applications
