Q: Who is best to write test plan? Contractors? Designers?
A
: Well, generally speaking, you want someone who has some testing experience, they're going to be the most knowledgeable of what to look out for, so that could be a-- someone who is like a developer, although I think it's generally very important to also have an independent test agency.
Q: Are there certified testing labs available for some ITS standards?
A:
Unfortunately no. Generally speaking, the way the industry handles this is, there are a variety of firms, including my own, that offer testing, third party independent testing, and they will issue letters of certification saying that they performed a certain set of test procedures.
