There is a choice of light curtain (side view profile) or overhead laser scanner (top-down view profile) as shown in the figure on the right.
Shown in the figure on the left is a side view profile generated by a light curtain scanner. The software is able to identify that it is a car towing another car with a tow bar and not two discrete, separate cars.   The light curtain scan here was taken from a TDS 110 installed at the Tacony-Palmyra Bridge, Burlington County, New Jersey that was used for vehicle classification for purposes of toll collection.

We would call two vehicles towed or hitched together a combination vehicle.  A combination vehicle is counted as one, single vehicle.  Why?  Because a combination vehicle takes up one truck parking space.

 In the pass/fail column, the threshold for passing is less than 5% error.  When a technology had an error rate greater than 5%, it was noted in as “Fail” in red in this column. 
Volpe did an independent verification and validation on all of these numerical results.
Phase 1 was continued in the State of Tennessee between 2011 and 2013.
Test Site No. 1 was used for the field operations test of Doppler radar combined with light curtain or laser scanner in Phase 1.  It is located at Mile Marker 45 on I-75 north near Athens, TN.  It will be used again for Phase 2
Test Site No. 2 is under construction by the Tennessee Department of Transportation.
-It will be operational before the end of 2014.
-It will be linked with Test Site No. 1 for Phase 2 in order to test the concept of whether truckers can be diverted from a filled truck parking area to an unfilled truck parking area.
